Psychological counseling, supervision and consultation in the online setting have become widespread. The aim of this study was to design, develop and validate a career empowerment program for online counselors. The research method for designing and development stages was a descriptive - analytic method with a configurative synthesis approach Sandelowski & Barroso (2006), which was carried out in two consecutive qualitative-quantitative stages. The research method is qualitative, which examines and evaluates the studies conducted in the field of professional empowerment of online counselors, as well as semi-structured interviews of online counseling experts and specialists and presents a conceptual model. Using exploratory and semi-structured interviews, qualitative questions were asked from the statistical community of experts, and theoretical saturation was achieved after 10 interviews. The results of thematic analysis using Maxqda software showed that the online counselors' professional empowerment program includes 24 open codes, 10 sub-codes and 3 main codes. Also, for program validation, along with the use of face validity method, content validity method was used quantitatively and quantitatively with a panel of 5 experts and content validity ratio (CVR) and content validity index (CVI). The results showed career empowerment programs for online counselors have appropriate face and content validity. According to the results obtained, it is possible to use the career empowerment program for online counselors to train online consultants and ultimately increase their professional productivity.
